Confidence before competence? Absolutely.

Any time you work to increase confidence in one area, keep two things in perspective:

  1. Confidence in yourself as a person is its own thing. Don’t attach it to your performance or skill level in any particular area. Keep them separate. You are valuable even when your skill isn’t quite yet.
  2. Confidence in your ability to get better is also its own thing. You may not be capable now, you may not be good now, but you can get better and you will if you bring the necessary mindset and action.

Everything is training for something. Do the work.
